Nueces broke rules, panel determines

HOUSTON -- The GOP credentials committee found late Wednesday that Nueces County leadership seated delegates who were not elected from precinct conventions in violation of party rules.

The committee agreed party rules state that a delegate must be elected at the precinct convention to be a delegate at the county convention.
